Dear Fellow Academicians

Incorporation of College of Obstetricians and Gynaecologists, Singapore

I am pleased to inform you that the College of Obstetricians and Gynaecologists, Singapore was incorporated on 17 August 2004. This indeed is a milestone in the history of Medicine in Singapore and the Obstetrics and Gynaecology fraternity.

With reference to the Master's letter dated 7 July 2004 announcing the duly elected Presidents for the six Colleges, I wish to take this opportunity to thank Fellows for supporting me to take office as the 1st President of the College of Obstetricians and Gynaecologists. I would also like to thank those who have in one way or another encouraged and motivated me to take up the challenge of setting up the College as well as offered their support for the changes we have planned to undertake in the very near future. My earnest desire is to try and make things happen, and I shall depend on the goodwill and guidance of my colleagues, the energies of the new Council and the cooperation of all College Fellows to achieve that.

As we need to start preparing the groundwork to set up the College, I called for a meeting for all elected College Council members on 11 October 2004 to elect the office bearers for the College Council. I am pleased to announce that the 1st duly elected office bearers for the College of Obstetricians and Gynaecologists are as follows:
Vice-President Dr Lai Fon-Min
Honorary Secretary Dr Jeffrey Low
Honorary Treasurer Dr Fong Chuan Wee
Council Members Dr Chang Tou Choong
Dr Suresh Nair
Dr Ann Tan

In addition, the College Council has decided to conduct nomination and election of Chairman and members of the four Sections, as follows:

  1. Section of Gynaecological Oncology
  2. Section of Maternal Fetal Medicine
  3. Section of Reproductive Medicine
  4. Section of Urogynaecology

according to the constitution of the College of Obstetricians and Gynaecologists, Singapore.

The Section Chairman, together with its Executive Committee will administer the professional training, education and/or academic activities related to the subspecialty interests of its members. The Section Chairmen will serve as College Council Members and will play an important role in the College. In the near future, under the directions of the Academy, the College will consider the issue of recertification for specialists.

I would like to urge each Fellow to seriously ponder this matter of selecting suitable candidates as Chairman and Members for the various Sections in the College. Should you strongly feel that any of the Fellows (see attached list of Fellows) should be nominated for the positions, please submit your nomination by completing the relevant form(s), which should reach the Academy's head office in a sealed envelope [marked Nominations for Positions in the Sections of the College of Obstetricians and Gynaecologists] no later than 5.30pm on Tuesday, 2 November 2004.

After the deadline of Tuesday, 2 November 2004, if the number of nominations exceeds the number of vacancies for Chairman and Committee Members (3 nominees), ballot papers will be issued for postal ballot. Otherwise, those nominated will be declared elected.

As set out in Articles 53 and 54 of the constitution for the College of Obstetricians and Gynaecologists, Singapore, respectively

53. the Chairman, Vice-Chairman, Honorary Secretary and one Executive Committee member shall be elected amongst Fellows of each specialty in accordance with the procedures to be determined by Council from time to time as specified in the Bye-Laws. The President of the College, upon the recommendation of the Chairman of the Executive Committee, shall appoint the rest (2 nominees) of the members of the Executive Committee, who shall be at least Fellows of the College.

54. the term of each Executive Committee shall be 2 years. Each Fellow of the College shall not be in the Executive Committee for more than eight years. As for the Chairman, the maximum term of office is 4 years.
